My experience has been the same as Passenger's: either the corporation stands by the manager, or else it's a small enough business that the boss who did the promising only answers to herself.

I'm still searching for an answer in terms of legal rights, but if you don't want to take it that far a heart-to-heart may be in order. Make it clear that this is unacceptable. Don't give ultimatums, but let her know that you're not above searching for opportunities that will give you what you sought from your current position. If she hears that you're not willing to stand for it, that might give her the push she needs to come through on those promises.

Be wary, however, of more promises. Make her put them in writing this time, and give clear goals, such as "If you reach X in your sales by X date, you will be promoted to X at X salary." Those are harder for her to weasel out of than vague niceties.
