» passenger - How to deal with a boss that does not keep his promise
I think this may not be uncommon.
Sometimes a boss overpromises empolyees something to attract them to do more or keep doing some boring tasks that nobody appreciate. He always give you lots of dirty tasks but in the end he never promotes you.
As an employee, what is the best way to deal with it?

This is a great question, passenger, and something I've dealt with. I'm doing a little research to get you a practical answer in terms of worker's rights (it appears that there are sadly few in instances such as these). Please know that I'm looking into it and will get back to this soon.

Many companies utilize formal feedback from employees, including feedback about their supervisors. These programs go by names such as upward feedback, 360 degree feedback, etc. You might inquire if your company has such a program and if not, suggest they incorporate this type of feedback for better employee morale and performance.
Of course, there's always the anonymous letter to the boss's boss avenue.

If an upward or 360 feedback is done with integrity, an outside third party manages the information and only provides summary info to the involved parties. If the company's HR dept manages the process, be cautious about what you say and how you say it.
Still, there are ways to say things about the boss that get the message across while being positive and constructive.

I'm still searching for an answer in terms of legal rights, but if you don't want to take it that far a heart-to-heart may be in order. Make it clear that this is unacceptable. Don't give ultimatums, but let her know that you're not above searching for opportunities that will give you what you sought from your current position. If she hears that you're not willing to stand for it, that might give her the push she needs to come through on those promises.
Be wary, however, of more promises. Make her put them in writing this time, and give clear goals, such as "If you reach X in your sales by X date, you will be promoted to X at X salary." Those are harder for her to weasel out of than vague niceties.
